He also holds the post of Principal Secretary (Finance & Planning) to the Government of Andhra Pradesh
Anant Shankar, an Indian Forest Service officer of the 2013 batch, currently serves as Joint Secretary in the Planning Department, Government of Andhra Pradesh. Known for his pioneering work in mangrove conservation and community engagement—especially through the acclaimed “Mangrove Mitra” initiative—he previously led key roles as District Forest Officer in Visakhapatnam and Rajamahendravaram.
VR Alaparthi plays a pivotal part in planning and executing the state's socioeconomic strategies—collaborating with the Planning Department’s Executive Committee to drive vision and implementation. In a May 2025 review meeting, he highlighted identification of 30 lakh households in the bottom 20% poverty bracket, and the rollout of largescale initiatives like Bangaru Kutumbalu and Margadarshi mentors, along with constituencylevel young professionals to implement P4 (poverty alleviation) on-ground.
A key administrative leader in strategic planning, governance, and compliance for APSDPS. Under his oversight, APSDPS functions as a pivotal nodal agency translating Andhra Pradesh’s development vision into action, driving SDG-aligned outcomes across communities, and championing institutional transparency and efficiency.
Shakti Singh currently serves as the Director for Capacity Building at APSDPS, where he leads initiatives to strengthen institutional capacities and promote skill development across the state. Prior to his current role, Mr. Singh was a Senior Administrative Officer at the Defence Research and Development Organisation (DRDO) in New Delhi, contributing significantly to the administrative management and operational efficiency of one of India’s premier scientific institutions.
